In both movie versions, his invulnerability and unstoppable strength are solely from his mutant genes. That differentiation in origins could mean quite a bit.
The variation in his power levels is what keeps the battle engaging. But even as it stands, Abomination might be hard-pressed to match Juggernaut's abilities blow for blow. In Deadpool 2 , it took the combined efforts of Colossus, Cable, Deadpool, Yukio and Negasonic Teenage Warhead to finally bring him down, and it required outthinking him to do it.
This is a great point to these two being the biggest opponents of one another. Many times Leader's plans involve stealing from Banner only to be foiled by Hulk. This was seen in Leader's earliest moments such as when he tries to steal a robot Banner was developing only to be stopped by Hulk.
